Health Testing to Enter the Venue
What testing will you require for participants to enter the venue? temperature check with infrared no touch thermometer
Questionnaire of symptoms: YES/NO
- unusual severe fatigue
- muscle aches
- short of breath
- abdominal distress
- Contact within 14 days of someone diagnosed with COVID-1
one-page form with name and initialed by the competitor
Who will conduct these health checks? Volunteer or staff with mask. How will you handle the information they generate? All questionnaires will go to the manager or person responsible for event. Any temperature > 100.4 (38C) or positive symptom or contact within past 14 days with a positive individual are asked to leave the property, go home immediately and call their physician.
Exclusion of Competitors
What is your process for excluding competitors who are identified as presenting a risk or being at risk? The questionnaire is given to all potential competitors (in a cover letter with NOR) prior to registration and prior to the day of the event and asked to NOT attend if any criteria are positive.
What is your procedure when a competitor has a fever when trying to enter the venue? Isolate the individual immediately from other people by verbally asking them to go to the parking lot if they can safely drive home; if not ask whom we should call and have them go to a dock not in use and be seated to wait for transportation. Ask staff to put away boat equipment if applicable.
What do you do if they develop a fever while sailing and come alongside the safety boat? Ask if they can sail the boat to shore safely. Safety boat to observe them return to shore. Radio shore to have the person with a fever and any other people on that boat remain at water’s edge alone (> 6 feet from anyone else) and have staff observe them to parking lot or other transportation as above until they are off the property.
Does your organization assume risk by allowing competitors to participate? The Squadron’s risk is fail to provide a safe environment for all staff, volunteers, and competitors and spectators if allowed.
If you exclude the competitor, what are the criteria, and do they comply with the Ted Stevens Act? There is No violation of US Sailing if exclusion for reasonable suspicion of COVID-19 during any emergency order.
Do you make different provisions for local competitors and competitors who have travelled from another part of the country or from another country? People within driving distance are to go home by themselves with family, friends or by ambulance if too ill. If Staff at the Squadron feels a person is too ill to drive home or travel by personal car, the staff should call an ambulance to evaluate.
People from long distances will need to identify a place to quarantine and should be given notice (In a cover letter to competitors, not the NOR or SI) prior to registration.
What is your policy if a participant refuses to wear a face covering? All participants should wear face coverings over the nose and mouth while preparing their boat to launch and retrieval if in close proximity to others. All participants shall comply with posted sanitizing and social distancing practices.
Promote hygiene practices such as hand washing and wearing a cloth face covering.
Encourage social distancing through smaller fleet sizes, online registration, online notice board, results online, staggered starting and finishing times, no post-race party or prizes.
Do you exclude them from the venue but allow them to continue sailing, or do you exclude them from the event? Remind competitors to wear face masks ashore when near others. The skipper determines if crew on the boat must wear a mask while sailing. Offer face masks to anyone who doesn’t have one. Competitors may be excluded from the event for refusing to wear a face covering near others. All Competitors should be noticed prior to registration and arriving on property.
Isolating Individuals Who Become Symptomatic
If an individual develops symptoms, what provisions will you make to isolate him or her and who will you contact? As above isolate on dock, arrange transportation home. How will you communicate this information to others at the event? Contact manager who will notify health department and all volunteers, staff, and competitors by email that same day but the name of the symptomatic individual will be given only to medical professionals who need this information.
At-Risk Staff and Volunteers
What is your plan for protecting at-risk employees and volunteers? If staff or volunteers are vulnerable by at risk criteria, they should do tasks that do not put them in contact with other people.
Competitor meetings are not mandatory. Consider eliminating the competitor’s meeting and providing alternative methods for responding to competitors’ and support persons’ questions about the NOR and SIs and disseminating information about club rules and local safety rules and regulations.
